It takes a lot of time to get a Top Secret Clearance so each Juror has to get one before they read the classified information. An FBI evaluation has to be done for each juror. This destroys the credibility of the government because only certain individuals are allowed to get these clearances. If you give them to any person it degrades the meaning of Top Secret.
